On 28 th -29th October, Biskra University hosted a national workshop entitled ”Towards
Modernising Governance in higher education institutions in Algeria’’, as part of the Technical
Assistance Mission (TAM) to strengthen governance and quality assurance, organised by the
Erasmus Algeria National supported by the MHESR. University officials and
administrators attended, headed by the Rector, Pr. Mahmoud Debabeche, Pr. Mohamed
Boudour, the Erasmus Algeria Office Head, Pr. Marzouk Bouchaar Fahim, Eastern
Universities Regional Forum Permanent Secretary and some higher education institutions
directors and vice-directors.
This initiative aim was gathering academic experts and decision-
makers to strengthen the governance framework and improve quality assurance in Algerian
higher education. It would review the best practices in institutional governance, discuss the
roadmap for modernisation and develop sustainable education strategies. Biskra University
Rector speech stressed on the development and modernisation of the higher education system
in Algeria with international standards to improve the quality of education and research for
sustainable academic environment, as an expression of cooperation between Algeria and its
European partners with a roadmap for achieving modernisation in line with international
standards. The EURF Permanent Secretary also addressed the participants, and Pr. Rachid
Hamdi, the University Exchange and Cooperation at the MHESR Director intervened
online.
The first day started with the first lecture entitled “The Higher Education System in Algeria”
by Pr. Mohamed Boudour, followed by an intervention by the European expert Pr Alexander
Kohler on “Governance of Teaching and Learning Practice Principles”. The second session
included another lecture by a European expert on’’Approaches and Principles of Governance
in Higher Education Institutions’’. Then, the workshop opened discussions. A round table was
scheduled on the evening of the workshop on the modernisation of institutional governance
and pedagogy in Algerian higher education. The final day was devoted to a follow-up of the
most important points pre-set in the national seminar to report results reached by the experts
and teachers participating in the round table on the theme of modernising institutional
governance and education in Algerian higher education. It laid them to discussion to come up
with a sound formulation of the 2024 roadmap to modernise governance through effective
quality systems. At the end, the University Rector praised the efforts of Pr Mohamed Boudour
and all the participants and attendees with interventions and discussions that contributed to
enrich the theme, wishing that the roadmap adopted would be a fruitful addition in higher
education governance and be implemented as a reference in higher education and scientific
research in Algeria.
