Biskra University Rector, Professor Mahmoud Debabeche, chaired the university’s extended
meeting on 5 May 2025, with the institution’s academic and administrative staff. The meeting
was to evaluate the current academic year results and to look forward to future development
prospects.
The meeting began with the Rector’s speech in which he thanked all the University
members for the efforts made throughout the year. He noted that the University received three
official honouring visits by the Higher Education and Scientific Research Minister; he also
stressed the visits represented a great recognition to the University’s prestigious academic
standing and reflected confidence in its scientific and administrative capabilities. He then
explained the visits confirmed the University’s vital role in the national educational scene and
reinforced its continuous commitment to developing its research and educational curricula in
line with the requirements of the times. He added that it achieved many important tasks,
stressing the importance of setting 2027 as a crucial date to assess the development of higher
education institutions and the extent to which they achieved national goals.
The meeting started with a presentation by the University Services Directors of Biskra
and Chetma, with an overview of the exam period preparations for the, particularly in terms of
catering, transport and accommodation conditions, highlighting the efforts made to ensure
optimal care for students during this period. The Director praised these qualitative efforts,
especially those made during the Ramadan, which reflect a clear commitment to serving and
caring for students in university residences. Then Mr. Djeffal Abdelhamid, the Vice-rector in
charge of Pedagogy reviewed in his speech the ongoing preparations for the organisation of
the second semester’s final exams. He stressed the importance of ensuring optimal conditions
for their success and closely following the progress of the thesis discussions, especially in
both traditional and innovative formats (Resolution 1275). Then, the Faculties Deans gave
detailed presentations that included precise statistics on the various educational and scientific
activities carried out during the academic year, and the measures taken to ensure an effective
start to the next academic year. Professor Salim Bitam, Deputy Director of the University for
Postgraduate Studies, gave a presentation stressing that the official launch of the new
academic year linked with the Ministry announcement of the possibility of starting it in May
or June. He also reviewed the pace of activity in the field of innovation and research, through
the dynamism recorded. For training and supervision, Faten Yahia gave a technical
presentation on the registration process for short-term mobility in 2025 and the mechanism
adopted to evaluate the files, explaining the rapid response to the Ministry’s communication
regarding employees with communication training certificates. With regard to
entrepreneurship training, Nawal Brahimi, the Entrepreneurship Development Centre Head,
presented the measures taken to activate the Centre, the registration mechanisms adopted and
the efforts made to motivate students to adopt an entrepreneurial mindset and implement their
innovative projects. In the field of quality assurance, Professor Kahloul El-Aid, the Quality
Assurance and Assurance Cell Head, presented an update on the self-assessment project,
reaching an advanced stage, to adapt the University’s quality system to ISO standards as
culture of continuous improvement.
The meeting also highlighted the indicators of scientific progress at the University,
with 202 international scientific publications in just three months. The University has
demonstrated a high capacity to adapt to challenges and to achieve qualitative scientific and
educational gains. The objectives set for the next phase reflect the University’s desire to
continue on the path of excellence, thus continuing to fulfil its mission with commitment and
competence.
