Biskra University Rector, Pr. Mahmoud Debabeche, participated on 28th April 2025, at the
Ministry of Higher Education and Scientific Research headquarters, in a meeting chaired by
the Minister Kamel Beddari, attended by Algerian higher education institutions directors
involved with Qatari universities twinning programmes.

The meeting was a mid-term evaluation of the twinning projects and partnerships development between Algeria and Qatar
to promote academic exchange and scientific expertise and to support joint training and
research. It also discussed important issues related to the Algerian university modernisation
for wealth creation, and ways to strengthen the university economic role the national and
international environment.
