Biskra University Rector, Pr Mahmoud Debabeche, took part in the International Open Forum
on Education on 16 May in Russia, at the Tatar State Drama Theatre. The forum is a
traditional event initiated by the Naberezhnye Chelny State Pedagogical University, with the
support of the Ministry of Education of the Russian Federation, the Ministry of Education and
Science of the Republic of Tatarstan, and ‘My History’ National Humanities Fund.

The event brought together kindergarten teachers, schoolteachers, professors, scientists, postgraduate
students and guests from foreign partner universities, Biskra University, El Oued, Algiers2
and others. The lecture delivered by Pr Mahmoud Debabeche, grabbed great interest. He
displayed Algeria education development history, and the strategy for the country’s education
quality. He pointed to the large project initiated by the Russian Federation Ministry of
Education to establish open Russian language education centres in Algeria, calling for
cooperation to improve educational systems.
