The implementation of the national pedagogical support program for teacher researchers in accordance with the principles of pedagogical watch is framed by two ministerial decrees. Decree No. 1636 of 29 October 2016 establishing a national commission to monitor and monitor the implementation of the pedagogical accompaniment program for the benefit of the research teacher, and Decree No. 932 of 28 July 2016 setting a skills framework and a program proposal based on the acquisition of the skills mentioned in the competency framework as well as the creation, in each university structure, of a unit responsible for organizing and monitoring this training.

In application of the decree n ° 932, and particularly its articles 3 and 5, Mr. the Rector proceeded to the installation of the Pedagogical Support Cell according to the principle of the Pedagogical Watch of the Teachers Researchers of the University Mohamed Khider .
