In alignment with the new vision of the MHESR, to make the university a citizenship community service, Biskra University ordinary meeting of the Administrative Council was held on November 22, 2023. The representative of the MHESR, Mr. Abdeslam Dhaif, jointly with the University Rector, Mr. Mahmoud Dababeche, mentored the meeting, attended by
members of the Council from representatives of the various ministries sectors, and university

community officials. The meeting started with a welcome speech by the moderator who highlighted the session agenda, presenting the outcomes for the year 2023, on its pedagogical
research, administrative, financial, employment levels, and the distribution and approval of the initial budget for the year 2024. He referred to the human resources that ensured the
management of the university affairs, submitting proposals on the work programme, regarding the new university structure and institution internal regulations. He also pointed to 2023
budget and the 2024 management budget, overviewing the digitizing activities and business plan for 2023/2024; he, then, noted that the university doors would remain open until 10:00
p.m., in agreement with the ministry instructions. After the approval of the agenda outcomes, Batna University 1 Rector granted a donation of books to enrich the university library.
