The visit began at the Wilaya headquarters, where the Wali gave a presentation on the local
development reality. Then, the University Rector, Prof. Mahmoud Debabeche, made a
comprehensive presentation, reviewing the University development and its strategic projects,
followed by a presentation of the Scientific and Technical Research Centre for the Arid
Regions (CRSTRA) representative on the activities and achievements of the Centre.

Then, his Excellency the Minister of Higher Education and Scientific Research, presided over the
signing of partnership agreements between Biskra University and research institutions and a
number of economic actors, including Madar Group, Global Agri Food, the University’s
economic subsidiary, and the start-ups ‘Environmental Vision’ and ‘3SepTac’. These
partnerships support the entrepreneurial university and strengthen the university’s engagement
with its economic and social environment.
